To ask the Secretary of State for the Environment, Transport and the Regions if he will make a statement concerning the extent of planning controls over the installation of telephone kiosks, with particular reference to security implications in the neighbourhood of potential terrorist targets. The installation of telephone kiosks under the Town and Country Planning (General Permitted Development) Order 1995 is subject to a prior approval procedure, whereby operators must give the local planning authority the opportunity to say whether they wish to approve, within 28 days, details of the siting and appearance of the installation. An authority may refuse such approval, if they consider this to be justified. Architectural Liaison Officers (or Crime Prevention Design Advisers in the Metropolitan area) are available in police forces to give advice on crime prevention through environmental design. Such advice may include specific and detailed suggestions about the design of buildings, or general advice about estate design or the siting of particular features.
