To ask the hon. Member for Middlesbrough, as representing the Church Commissioners, what steps have been taken to implement the recommendations of the Social Security Committee, fifth report (HC 340 Session 1995–96) relating to pension provision in the Church. [11778]

Mr. Bell

The Social Security Committee recommended that the Commissioners' power to spend capital in discharging their past service pension liability should initially be for a limited period and that the Pensions Measure should provide for the full application of the legislation passed by Parliament to regulate and control pension schemes. These recommendations were reflected in the Pensions Measure which received Royal Assent earlier this year.
