§ The Minister of State, Department for Education and Employment (Lord Henley)Since 1 January 1996, 18 special schools for Emotionally and Behaviourally Disturbed (EBD) children have closed. Information about these is given in the table below. In the same period 11 EBD special schools have opened (three LEA maintained and eight independent schools). Information about all closures between 1985–1995 and about the reasons for closure could only be provided at disproportionate cost; but, if the noble Lord wishes to enquire about individual schools, the department will gladly make the information available.
There is evidence from research and inspection on the factors making for successful schools of this kind. My department and the Office for Standards in Education are considering with other interested parties how best to make this information more widely known.
