My right hon. Friend the President of the Board of Trade has primary responsibility for the OECD Multilateral Agreement on Investment (MAI). Two Explanatory Memoranda on the MAI have already been put before Select Committees by this Department—dated 31 March 1995 and 6 March 1997–copies of which are available in the Library. My Department will continue to follow the scrutiny procedures for international treaties that the UK and the EC are negotiating.
