§ Angela EagleLocal authorities have to draw up strategies for improving the energy efficiency of all the residential accommodation in their areas under the Home Energy Conservation Act 1995. In assessing them my right hon. Friend will expect an approach which targets those properties where the need is greatest, and he will, where necessary, require authorities to modify their strategies. Energy efficiency will also be a factor taken into account when assessing authorities as part of the housing investment programme.
