§ Mr. MorleyThe OECD Multilateral Agreement on Investment, which is currently being negotiated, should not impact upon the Government's policy on quota hopping. We are not intending to limit foreign investment in the UK fishing industry but will be focusing on ensuring that the activities of UK registered fishing vessels contribute substantial economic benefits to those communities in the UK dependent on fishing and related industries.
