§ Mr. MichaelIt is for highway and police authorities to decided on the appropriate level of resources to devote to speed enforcement, in accordance with their priorities. Hypothecating the revenue from speeding fines would result in expenditure on traffic enforcement being determined by the income generated, rather than the relative priority of the activity.
