§ Mr. Michael[holding answer 10 June 1997]: The information collected centrally does not allow a distinction to be made between the types of magistrates who deal with a case.
However, the following table shows the average fine imposed by all magistrates' courts for driving uninsured against third party risks in England and Wales in the years 1993, 1994 and 1995. Figures for 1996 are not yet available. It also shows separately figures for metropolitan police forces, where stipendiary and metropolitan stipendiary magistrates are most likely to operate, and other police forces. Those fined for driving without insurance are often dealt with for other offences as well. It is difficult to know whether there is a significant difference in the case profiles of offenders dealt with by courts in different areas.
