§ Marjorie MowlamI would like to see new and widely acceptable political institutions established in Northern Ireland as part of a wider political settlement. My right hon. Friend the Prime Minister has said that the Framework Documents published by the previous administration and the Irish Government in February 1995 provide a reasonable basis for discussion, but these issues are all for consideration in the multi-party negotiations and can only be taken forward by agreement among the parties and subject to a referendum in Northern Ireland.
