To ask the Minister of Agriculture, Fisheries and Food what scope there is in the existing CAP structure for redirecting United Kingdom agricultural support toward more sustainable practices including argi-environmental based subsidies; what are the main administrative and policy changes required for argi-environmental CAP reform to be feasible on a European-wide basis; and if he will make a statement. CAP rules on farm supports, with few exceptions, allow no discretion to Member States to vary the rates of payment. Reform of the CAP as advocated by the Government would result in due course in EU expenditure savings, some of which should be directed towards well-defined agri-environmental objectives.
