To ask the Secretary of State for the Environment, Transport and the Regions if he will list the total amount payable in fines by South West Trains following the cancelled and delayed services in (a) February and (b) March, indicating the date by which these fines must be paid. [30]

South West Trains have been penalised under the incentive regime in the franchise agreement. South West Trains paid the Franchising Director just over £900,000 for poor performance in January to March.

In 1995–96 and 1996–97 South West Trains received £72.682 million in cash inclusive of payments under the performance incentive regime. From 1997–98 to the end of the franchise in 2002–2003 South West Trains is estimated to receive £310.139 million in current prices, excluding performance incentive regime payments.
