§ Mr. ChisholmParliament has required the Local Government Boundary Commission for Scotland to review the electoral arrangements for all local government areas as soon as practicable after 1 April 1996. The Secretary of State has no power to postpone that review. The Secretary of State will, however, be giving very careful consideration to the proposals which the Local Government Boundary Commission make as a result of that review.
