To ask the Secretary of State for Defence what key targets have been set for the Naval Manning Agency for 1997–98. [12210]

Dr. Reid

The chief executive of the Naval Manning Agency has been set the following key targets for 1997–98:

  1. 1. Greater than 93.7 per cent. of officer billets to be filled.
  2. 2. Greater than 94.1 per cent. of Naval rating/Royal Marine other ranks billets to be filled.
  3. 3. Total strength of naval personnel measured as three year average to be within 1 per cent. of the set requirement.
  4. 4. Greater than 60 per cent. of officers to receive more than 4 months notice for change of employment.
  5. 5. Greater than 98 per cent of ratings/other ranks to receive more than the specified notice for change of employment.
  6. 6. The number of occurrences where minimum time ashore criteria are not met to be fewer than 150 per year.

  8. 7. To achieve a progressive annual 10 per cent. reduction in the number of manpower gaps within the scope of the agency's control.
  9. 8. To conduct two bench-marking exercises per year.
  10. 9. To produce trial accruals-based accounts for the period 2 July 1996 to 31 March 1997.
  11. 10. To produce full accruals-based accounts from 1 April 1997.
