To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to make greater use of section 4 of the Railways Act 1993. [11114]

Section 4 of the Railways Act 1993 places a number of duties on the Secretary of State and the Rail Regulator. One of the key powers available to the Secretary of State under the Act, which is covered by these duties, is the power to issue objectives, instructions and guidance to the franchising director. The Government are currently reviewing the franchising director's objectives, instructions and guidance and will make an announcement in due course.
