To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the change in volume of EU legislation since 1990 as a result of application of the principle of subsidiarity. [11235]

The number of proposals for primary legislation has fallen from 61 in 1990 to 16 in the pipeline for 1997. It is clear that the principle of subsidiarity is now widely accepted, including by the Commission.
