HC Deb 28 July 1997 vol 299 c36W
Mr. Mackinlay

To ask the Secretary of State for the Environment, Transport and the Regions, pursuant to his answer of 30 June,Official Report, column 57, what are the terms of reference for the public inquiry into the application for a fifth terminal at Heathrow, with special reference to arrangements for surface access. [10645]

Ms Glenda Jackson

The terms of reference are set out in the Secretary of State for the Environment's call-in letter of 15 March 1993 to the director of planning, London borough of Hillingdon, a copy of which is being placed in the Library of the House. With regard to surface access, these ask the inspector to considerthe relationship of the proposals to the Department's Regional Strategic Guidance for the South East and the Strategic Guidance for London (RPG3); and the implications of the development for: (a) road traffic and public transport, and (b) public safety".

Section 6.45 of RPG3, May 1996, states: Boroughs should … develop with airport operators, public transport operators, car parking operators and others a common approach to, and strategies to deal with, the surface access implications of existing and planned growth at airports, in order to promote public transport and reduce car use.
