§ Mrs. RocheA liberalised trade and investment climate is essential for international development and poverty alleviation and my Department will continue to develop policies that promote open markets. One of our key priorities is to facilitate the integration of developing countries into the multilateral trading system and to encourage these countries to maximise their potential to attract and retain investment. The Government's forthcoming White Paper on international development will set out the detail of policies designed to achieve these objectives.
