§ Mrs. LiddellIt is for the Governments of the member states to have the policies in place which create the economic conditions which enable employment to flourish, rather than for European institutions to create jobs. But the European institutions do have important roles to play in extending and policing the internal market in the EU and in facilitating dialogue between the member States on how to tackle unemployment.
