(2) what assessment she has made of the impact of tighter controls on industrial emissions than elsewhere in the world on the numbers of (a) job losses, (b) factory closures and (c) bankruptcies in the United Kingdom. [5842]
§ Mr. BattleIn recognition of this risk, the UK seeks the greatest possible international participation in environmental agreements, both to maximise the potential environmental benefits and to minimise any risks to our competitiveness that might arise. Studies by the Organisation for Economic Co-operation and Development have not so far identified evidence of significant industrial migration to countries with lower environmental standards.
