To ask the Secretary of State for Transport what assessment he has made of the compliance of the arrangements for the onward movement of the ammonium nitrate at the port of Tilbury with(a) the regulations concerning the international carriage of dangerous goods by rail, (b) the European agreement concerning the international carriage of dangerous goods by road and (c) EC directive 80/876, as amended; and if he will make a statement. Compliance with the regulations for the transport of dangerous goods buy rail and road is enforced by the Health and Safety Executive. Health and Safety Executive inspectors are scheduled to visit the port of Tilbury next week to inspect the arrangements for the onward transport of ammonium nitrate.
