§ Mr. KynochAt its meeting with my right hon. Friend and me on 17 January, the Convention of Scottish Local Authorities asked whether it would be possible for a council, if it so wished, to use part of its 1997–98 capital allocation to fund spend-to-save measures including redundancies. My right hon. Friend agreed to consider this proposal provided it was neutral in public expenditure terms. He will announce his conclusion as soon as possible.
