§ Sir John WheelerI understand that, in 1996, the Police Authority appointed a senior officer from another police force to investigate three complaints which had been made against two senior RUC officers by a serving police officer.
The investigation substantiated two of the three complaints, but the authority found there were no grounds for recommending formal discipline against any senior officer. A number of recommendations were made to the RUC to put right certain shortcomings identified by the investigating officer.
