Mr. Morgan

To ask the Chancellor of the Exchequer, pursuant to his answer of 29 November 1996,Official Report, column 438, if he will give the dates on which the relevant Treasury expenditure team (a) received the proposal for the Cardiff bay barrage for the purposes of the analysis using Green Book principles and (b) gave its agreement that the expenditure provided value for money. [holding answer 17 January 1997]: An economic appraisal of the Cardiff bay barrage project was received by the Treasury from the Welsh Office in November 1987. The Treasury gave its approval for expenditure on the project in June 1988.

[holding answer 17 January 1997]: Responsibility for preparing economic appraisals of individual projects lies with the body that is funding the project. The Treasury did not therefore prepare an economic appraisal of the Cardiff bay barrage.
