§ Mr. ClappisonThe position on the groundwater action programme remains as set out in my letter of 17 September, a copy of which has been placed in the Library of the House. The programme has to be discussed by the Council of Ministers and the European Parliament and until its final form is agreed it is not possible to assess whether the arrangements in place in the UK would require amendment.
