§ Mr. HowardThe firm position of Her Majesty's Government is that the treaty of Rome, and therefore the European Court of Justice, impinge on national border controls only to the extent that they affect the free movement of citizens of the European Union. My right hon. Friend the Prime Minister and I have made clear on numerous occasions that we will take whatever steps are necessary to maintain our frontier controls.
