§ Mr. HanleyWe remain concerned about Iraqis detained in Iraq without trial. The UN Special Rapporteur, to whom Iraq denies access, has recorded the appalling human rights abuses of the Iraqi regime, including the absence of law. At the United Nations we regularly condemn Iraq's human rights record and will continue to do so.
