Further to the statement made by Baroness B latch on 2nd December 1996 (H.L. Deb., col. 518), whether they will amend the Rehabilitation of Offenders Act 1974 so as to ensure that a caution which is not a criminal conviction is given no less favourable protection than is given to criminal convictions, including absolute discharges, conditional discharges, orders binding over to keep the peace and probation orders and if not, why not.
§ Baroness BlatchWe have no plans to do so. We do not believe that the non-application of the Act to cautions causes problems in practice.
