asked Her Majesty's Government:

What role they see for the United States in promoting democracy in Europe, as proposed by President Clinton in his State of the Union speech and by Secretary of State Albright in testimony before the Senate, and whether they consider a military alliance be a more appropriate tool for this purpose than the European Union.

We welcome the commitment of the United States to promoting democracy throughout the continent of Europe. The US plays a key role in NATO and works closely with the EU in the framework of the New Transatlantic Agenda.
