§ Mr. BowisDuring 1996, all contract examiners were employed to the maximum of their guaranteed work under the terms of their particular contract. The reduced use of contract examiners started in December 1996 in response to falling demand for tests. Twenty contract examiners were employed for only one day in January 1997.
