§ Baroness Chalker of WallaseyIn a detailed public statement issued on 6 December, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) said it had found clear evidence of the practice of torture and other forms of severe ill-treatment by the Turkish police. CPT reports usually remain confidential unless the country concerned chooses to make their contents known.
