To ask the Secretary of State for Transport what regional or international treaties and conventions on environmental protection against pollution of the Mediterranean sea apply to cargoes(a) delivered to and from Gibraltar and (b) shipped through the straits of Gibraltar; and if he will make a statement on their application. Sea-going vessels are subject to international or regional treaties and conventions to which the vessel's flag state is party and also to generally accepted international rules and standards. Morocco, Spain, and the UK, in respect of Gibraltar, enforce the international convention for the prevention of pollution from ships 1973–78, which is the principal international convention on the protection of the marine environment from ships, including those carrying potentially polluting cargoes.
