Mr. Cousins

To ask the Secretary of State for the Home Department how many suicides occurred in Her Majesty's prisons in the last three complete years and in the half year to October 1996; and if he will express these figures as a rate per head of the population. [11615]

Miss Widdecombe

[holding answer 21 January 1997]: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

Letter from Richard Tilt to Mr. Jim Cousins, dated 4 February 1997: The Home Secretary has asked me to reply to your Question about the number of suicides at prison establishments in the last three complete years, and in the half year to October 1996. The figures on self-inflicted deaths are given below. Self inflicted deaths do not necessarily conclude with a verdict of suicide.

Financial year Number of self-inflicted deaths Average prison population Rate of self-inflicted deaths per 100,000 prisoners
1993–94 47 45,827 103
1994–95 65 49,308 132
1995–96 60 51,614 116

During the first six months (April to September) of the financial year 1996–97 there were 36 self-inflicted deaths. Based on current population projections for 1996–97 this represents a rate of 127 self-inflicted deaths per 100,000 prisoners.
