§ Mr. Curry[holding answer 28 January 1997]: Responsibility for funding further education colleges was transferred to further education funding councils on 1 April 1993; responsibility for the Careers Service was transferred to the Secretary of State for Education and Employment on 1 April 1994; the special educational needs tribunal took over responsibility for special educational needs appeals on 1 September 1994; responsibility for police services passed to the new police authorities established on 1 April 1995; and responsibility for waste regulation transferred to the Environment Agency on 1 April 1996.
