To ask the Secretary of State for the Environment, Transport and the Regions if he will list the Additional bilateral air service rights for UK and foreign airlines to serve UK regional airports negotiated during 1997. [21696]

Bilateral negotiations during 1997 either enabled or increased the possibility of services between UK regional airports and the following countriesArgentina, Azerbaijan, Costa Rica, El Salvador, Egypt, Fiji, Ghana, Guatemala, Indonesia, Mexico, Mongolia, New Zealand, Pakistan, Panama, Peru, Singapore, South Africa, Sri Lanka, Switzerland, Thailand, United Arab Emirates, Uruguay, and Yemen.

To ask the Secretary of State for the Environment, Transport and the Regions if he will list the occasions in the last three years when a full regional economic impact analysis, using all the factors identified in the CAA Paper, CAP 638, has been carried out in connection with bilateral air service negotiations involving routes to regional airports; and if he will name the routes involved. Since the publication of CAP 638, the full regional economic impact analyses have been carried out by the CAA for bilateral talks on air services with Australia, India, Pakistan, Canada (in respect of fifth freedom rights to India), Mauritius, Seychelles, Singapore and United Arab Emirates.

There have been other occasions on which the CAA's economic analyses have looked at the effects of granting additional rights from regional airports, but where full regional economic analyses have not been undertaken.
