§ Mr. MichaelIn 1996, a total of 1,760 offenders aged 15, 16 or 17 were sentenced to detention in a young offender institution. Of these, 131 (7 per cent.) received a sentence of 15 months and 103 (6 per cent.) received a sentence of 21 months.
