§ The Prime Minister[holding answer 17 December 1997]: If the Reception has a particular theme, such as health, then the draft guest list is submitted by the Government Department concerned. For a "General" Reception, suggestions for draft guest lists are submitted from Government Departments, Ministers and members of the public.
