§ Ms Glenda JacksonThe Franchising Director operates financial incentive regimes under franchise agreements which supplement the pressure of market forces where necessary; intercity train operating companies are not covered by such regimes. The regimes reward or penalise operators according to performance compared with historical benchmarks.
