§ Mr. BoatengWork on the Charter, which is at an early stage, will set out what people can expect from health, housing and social services. We intend to consult widely—including with voluntary and independent sector organisations—as it is developed. When finalised, the Charter should inform the decisions that local authorities make about the use of the resources allocated to them.
