§ Mr. Denham[holding answer 2 December 1997]: Payments will not be possible before the end of December. Legislation is currently being drafted and will be referred to the Social Security Advisory Committee shortly. Once they have cleared the draft Regulations they will be laid before the House. As soon as they come into force the process of payment will commence. Payments will be made in time to help with heavy winter fuel bills.
