I have referred to events surrounding the outcome on Article 4 of the Scheme Protocol on several occasions, as has my right hon. Friend the Foreign Secretary, notably during the evidence he gave to the Foreign Affairs Committee on 4 November and during the Second Reading of the European Communities (Amendment) Bill on 12 November.
