§ Ms Estelle MorrisIt is the responsibility of local education authorities, schools and other local agencies (including health authorities and social services departments) to determine the support needed for individual children, in accordance with the guidance in the Code of Practice on the identification and assessment of special educational needs. The Green Paper on Special Educational Needs, "Excellence for all children", published in October, seeks views on ways in which the present arrangements might be improved for children with all types of special educational needs.
