To ask the Chancellor of the Duchy of Lancaster what exceptions there are to the normal arrangements relating to the pay of special advisers. [1497]

Yes. Special advisers are normally paid on the salary spine ranging from £20,631 to £71,517. Mr. Norman Blackwell, the head of the Prime Minister's policy unit, is an exception. When he was appointed, he was given the rank of second permanent secretary, according to established precedent.

Furthermore, Dr. Alan Kemp, special adviser to the Deputy Prime Minister, although paid at the top of the special adviser's spine also receives a payment of 15.9 per cent. of salary in lieu of superannuation.

These salary arrangements were announced at the time the appointments were made.
