§ Mr. WattsThe Blackburn southern bypass is expected to be complete in November 1997. It is expected that traffic on the M65 will rise by just over 10 per cent. when 103W the road is complete. It is possible that this increase will extend to the east of Blackburn, but no specific estimates for traffic flows at Colne have been made.
