§ The Prime MinisterThe Dublin European Council on 5 October was informal. There were no papers for discussion or Council conclusions. I set out British priorities for the intergovernmental conference and my belief that the IGC must focus on essential reform to help prepare for further enlargement and to tackle other significant challenges which Europe will face over the next few years.
