§ Mr. WattsThe decision not to pursue proposals for profit participation was taken prior to the publication of invitations to tender for the first three rail franchises in May 1995. The decision not to pursue revenue risk sharing was taken in October 1995, after the receipt of indicative bids for those three franchises.
