The following countries had not signed the CTBT by 28 OctoberAfghanistan, Antigua and Barbuda, Azerbaijan, Bahamas, Bangladesh, Barbados, Belize, Bhutan, Botswana, Brunei, Burma, Cameroon, Central African Republic, Comoros, Congo, Cuba, Czech Republic, Dominica, Eritrea, Estonia, Ethiopia, Former Yugoslav Republic of Macedonia, The Gambia, Guatemala, Guinea-Bissau, Guyana, India, Iraq, Jamaica, Kenya, Kiribati, Korea (North), Laos, Lebanon, Libya, Malaysia, Maldives, Mali, Mauritius, Moldova, Nauru, Nigeria, Oman, Pakistan, Palau, Rwanda, St. Kitts and Nevis, St. Vincent, Saudi Arabia, Sierra Leone, Singapore, Somalia, Sri Lanka, Sudan, Surinam, Syria, Tanzania, Thailand, Tonga, Trinidad and Tobago, Tuvalu, Uganda, Yugoslavia, Zambia, Zimbabwe.

According to article XIV of the treaty, the CTBT will enter into force 180 days after the date of deposit of the instruments of ratification by the 44 states listed in annexe 2 of the treaty, but in no case earlier than two years after its opening for signature.
