To ask the Secretary of State for Transport what measures he intends to take to prevent adult cyclists riding their bicycles without the necessary lights after dark. [39958]

Enforcement of the law on pedal cycle lighting is an operational matter for individual chief constables. The Road Vehicles Lighting Regulations 1989 require that all bicycles which are used on roads at night must be fitted with a front and rear lamp, which must be kept lit and unobscured, and a rear retro reflector which must be kept unobscured. Fixed penalty notices can be issued to cyclists who fail to comply with these requirements.

The Department of Transport continues to encourage cyclists to comply with the law on pedal cycle lighting through the highway code and the cycle safe publicity campaign.
