asked Her Majesty's Government:

Whether it is their intention to sign the 1994 European Convention relating to Questions on Copyright Law and Neighbouring Rights in the Framework of Transfrontier Broadcasting by Satellite, and if not, why not.

The United Kingdom expects to sign the convention, subject to ratification, shortly, with ratification following when the corresponding EC Directive 93/83 has been implemented. Our signing will demonstrate the Government's continuing commitment to a high level of protection for holders of copyright and related rights.
