§ Mr. ClappisonThe Environmental Information Regulations 1992 apply to private bodies and persons with responsibilities for the environments which are either carrying out the functions of a public administration or which are under public control, which might include control conferred by statute, contracts or other means that would create the possibility of exercising decisive influence.
