§ Mr. MacleanUnder section 87 of the Environmental Protection Act 1990 which replaced section 1(3) of the Litter Act 1983 there were 677 offenders fined in 1995 for the offence of depositing litter. No offender received a fine of £2,500, the maximum for this level 4 offence. Five offenders each received the largest fine awarded in 1995 of £1,000.
